What is IAM-CC?
IAM Competence Centre (IAM-CC) is an EU-funded project addressing one of the most critical and often overlooked aspects of IAM: societal readiness for adoption. Rather than focusing solely on technological feasibility, the project explores the real-world challenges IAM can help solve, society’s readiness to embrace it, and how it can be deployed fairly and inclusively.

A technically mature solution is not automatically ready to become part
of everyday life.
Successful IAM deployment also depends on:

whether citizens understand its benefits and implications;

whether cities are prepared to integrate it into planning and governance;

whether operators can respond to local needs and regulations;

and whether benefits and potential burdens are distributed fairly.
IAM-CC therefore moves beyond measuring passive public acceptance. We develop a structured approach to assessing and advancing societal readiness through reflection, participation, evidence and continuous improvement.
The IAM-CC Societal Readiness Framework
Building on existing research, IAM-CC is developing a practical framework that helps cities, organisations and communities assess and advance their readiness for Innovative Air Mobility. Rather than focusing only on whether the technology is ready, we consider whether society is prepared to integrate IAM responsibly, fairly and in ways that create public value.

Madrid
Metropolitan healthcare logistics
Madrid already has one of Europe's most advanced IAM ecosystems, with previous demonstrations, regulatory experience and IAM integrated into its Sustainable Urban Mobility Plan. Building on this strong foundation, IAM-CC will demonstrate medical and interurban logistics services while working with local stakeholders to advance societal readiness. The lessons learned will support other large metropolitan regions preparing for future healthcare and logistics applications.
Milan
Connected healthcare systems
Milan explores how IAM can strengthen healthcare networks through the transport of medical and pharmaceutical materials between healthcare facilities. Alongside demonstrations, stakeholders will evaluate governance, operational readiness and societal perspectives, creating practical guidance for metropolitan healthcare systems across Europe.
Coimbra Region
Healthcare beyond the city
Coimbra Region focuses on improving healthcare accessibility in low-density and rural areas, where distance can limit access to essential services. Through pharmacy-to-village medical deliveries, IAM-CC will explore how Innovative IAM can improve equity, strengthen community resilience and respond to local needs. The results will provide valuable guidance for regions facing similar geographical and demographic challenges across Europe.
